I can't get my head around this interpretation of the aya 28:37 and 28:85 in YT15 and time stamp 4:20.
Please help me to clarify the difference between "about he who.." and "about he...". Is this pronoun "he".

about (BI) (Musa's character) BI MAN the Israelites did not like his character (due to Musa having participated in killing)
vs the one who ... MAN (without BI) They didn't like Muhammad because of who he was (his racial background, nothing about his character)

The MARKING is that
Rabbi a3lamu (bi)man ja'a bilhuda
Occurs in both 28:35 (Musa said) and 28:85 (say Muhammad)
Exactly the same, except for the (bi) found in 28:35 but not in 28:85
Dr Hany is saying this extra (bi) shows us that they were objecting ABOUT Musa's character.
28:85, addressing Muhammad and without the (bi) shows us they are not objecting about his CHARACTER but rather about HIM, ie his racial background.
